New Condition/Hex/Effect
I've had this idea for a while now. This thread is here so that you can discuss it and make it better.
Think about a skill that will ensure the survival of your opponent, as long as it can be kept up indefinitely. With this effect you can throw your opponent off balance and take them down!
It's called Tiredness/Fatigue. This is how it works:
While you have Tiredness/Fatigue on you, your stances/spells that you cast/signets end 10% faster and take 10% longer to recharge.
It's only meant to make a difference of a few seconds. It's a counter to unbeatable builds that depend on skills being used closely together.
Think of Dolyak Signet.

It has recharge time of 20 seconds. At 15 strength it can be kept up indefinitely. With Tiredness/Fatigue on your opponent it'll throw him off and give him a 18 second duration with a 22 second recharge time. That 4 second gap is pretty much a huge window of opportunity for you to strike.
Think of Protective Spirit.

At 0 rank in Protection Prayers It lasts for 5 seconds and has a 5 second recharge. Under this condition it will last for about 4 seconds and have a recharge time of about 6 seconds.
I'm sure there are a ton of other skills it could apply to.
Maybe it should also affect other aspects of a skill, such as armor bonuses/healing/damage reduction.
It's designed to throw off builds that require skills to be used very closely together. You'll have to plan ahead for your skills having a slightly longer recharge time than normal.
Should it be a hex? Should it be a condition? Should there be more than a 10% difference? Should the difference depend on an attribute's rank? Think about how it would apply to a certain skill that could throw off builds in PvP/PvE. How would it affect your favorite/most hated build? Should it also affect other parts of a skill such as damage/healing/armor bonuses? Should it affect shouts and chants? Feel free to change around the numbers or how it works.
I think it adds another level of strategy to the game.
Note: This has to be on the caster for it to affect their spells.
